Adult Education & Government-Funded Programs

Bright Spark Recruitment is partnering with a highly regarded national organisation operating within the AMEP, SEE, adult education, quality assurance, and government-funded training sector.

We are seeking an experienced General Manager to provide operational and strategic leadership across a nationally recognised specialist education environment supporting government-funded adult education, language, literacy, numeracy and digital skills programs.

This is a rare senior leadership opportunity suited to an executive who combines strong organisational and operational leadership capability with genuine AMEP and SEE sector experience and understanding.

The organisation is specifically seeking a leader with direct operational understanding of:

  • AMEP

  • SEE

  • government-funded adult education environments

  • contract-based delivery models

  • stakeholder and provider engagement

  • quality and operational governance frameworks

The role will play a key part in strengthening operational maturity, organisational structure, systems, reporting capability, accountability, and long-term scalability across a highly specialised sector environment.

The Opportunity

Reporting directly to senior leadership, the General Manager will provide leadership across operational performance, organisational improvement, systems maturity, contract oversight, stakeholder engagement, and broader strategic planning activities.

The role combines:

  • operational leadership

  • organisational improvement

  • systems and process maturity

  • contract and stakeholder oversight

  • leadership coordination

  • strategic planning

  • tender readiness and commercial support

  • governance and operational accountability

This position operates within a complex government-funded adult education environment with significant interaction across AMEP and SEE-related operational, contractual, and stakeholder frameworks.

Key Responsibilities

  • Provide operational and strategic leadership across AMEP and SEE program environments

  • Strengthen systems, reporting, governance, operational visibility, and accountability structures

  • Support organisational scalability and operational maturity initiatives

  • Lead systems, workflow, and process improvement projects

  • Support contract performance, operational oversight, and stakeholder engagement activities

  • Improve organisational communication, structure, workflow management, and operational consistency

  • Support tender readiness, strategic positioning, and growth planning activities

  • Strengthen leadership coordination and operational planning capability

  • Support sustainable organisational capability and long-term operational resilience

Candidate Profile

The successful candidate will likely bring:

  • significant leadership experience within AMEP and SEE environments

  • operational oversight of government-funded adult education programs

  • understanding of AMEP and SEE contractual and operational environments

  • strong stakeholder engagement capability

  • experience managing geographically dispersed or multi-functional teams

  • systems and organisational improvement experience

  • operational and strategic leadership maturity

  • strong communication and leadership presence

  • experience within complex government-funded service environments

Candidates without direct AMEP and SEE operational exposure are unlikely to be suitable for this position.

This role is best suited to leaders who have operated within:

  • AMEP environments

  • SEE programs

  • foundation skills and LLND delivery

  • government-funded adult education programs

  • specialist provider environments

  • large-scale funded education and training operations

Leadership Style

The organisation is seeking a leader who is:

  • collaborative and practical

  • calm and structured

  • operationally credible

  • commercially aware

  • solutions-focused

  • capable of leading change thoughtfully and professionally

  • able to build trust, accountability, and operational clarity across teams

Work Arrangement

The role can operate remotely Australia-wide for the right candidate.

That said, Melbourne-based candidates are preferred given the organisation’s operational footprint and leadership structure, with an expected hybrid arrangement of approximately 1–2 days per week in the office.

Interstate candidates with strong alignment to the sector and role requirements are still encouraged to apply.

Some travel may be required from time to time in line with operational and stakeholder responsibilities.
